Abstract

Local wisdom remains central to coastal resource governance in many communities, yet its contribution to blue-economy transformation across different dimensions of sustainability remains insufficiently understood. This study examines how local wisdom contributes to sustainable coastal resource management and blue-economy development in Banda Aceh, Indonesia. Using a convergent mixed-methods design, data were collected from 74 respondents through interviews, questionnaires, observations, and document analysis and were analyzed using qualitative analysis and Rapid Appraisal for Fisheries (RAPFISH). The findings show that Hukum Adat Laot, including customary fishing prohibitions, and the institutional role of Panglima Laot continues to shape fishing behavior, community compliance, and coastal resource governance. RAPFISH reveals an uneven sustainability profile: institutional (90.2%), social (79.5%), and ecological (77.2%) dimensions are substantially stronger than economic (50.3%) and technological (27.1%) dimensions. These findings demonstrate that locally legitimate institutions provide robust social and institutional foundations for sustainable marine governance but are insufficient alone to achieve a balanced blue-economy transformation. The study contributes to socio-ecological and marine governance literature by showing that sustainable coastal transformation requires bridging locally embedded institutions with ecological protection, technological adaptation, and viable economic opportunities.
